Drawing a plan was easy but changing the mind set of Ethiopian bureaucracy to view the IEAF on a war footing and supporting it to get to its most effective state was another. From Flying School to Ground/Attack Fighter and Transport squadrons, we needed to fly more to produce more pilots and keep the trained to peak effectiveness. This required much more of a host of resources than what the USA would commit.
